bad tach or short in wiring

bad tach or short in wiring
I need some opinions on what you guys think.
Its a 1991 mustang 2.3 4 cylinder
My tach worked on and off for a while now its stuck at 4 thousand rpm, but it works when i floor it from 4 thousand up to redline.
When the key is turned off it sits at 0 rpm.
Do you guys think i have a short in a wire or a bad tach?
Also anyone have a wiring diagram that shows what color and where the tach wires run to? This is the distributorless ignition so i am clueless.
