Default 2000 Mustang Turn Signal/Hazard Relay Questions

Hi. My friend owns a 2000 Mustang convertible 6 cyl.

The brake lights all work fine, but when a turn signal or harzard lights are activated, nothing flashes, nor do the arrow lights flash and click on the dash.
My though was that it may be the flasher relay.

QUESTIONS: Where is this device located on the 2000 ford mustang convertible? What does it look like? What is the part i will need to replace it?

NOTE: If the brakes are pressed, and you flick the turn signal switch up and down and on and off, the entire brake light will flash, but that is all.
