My 1990 Mustang gt 5.0 question !Help!

I have a 1990 mustang gt 5.0 problem. One day I went down to the gas station to fill up with premium gasoline, when I start it up it made a really low sound that it didn't want to start up at all. Ten minutes later it started with no weird sound. Some people said it was the starter. I called Autozone and the guy said it was the battery. I got a new battery and replace the old one. It didn't start up like I wanted it, (as of now) but it did start up. My gasoline meter all of a sudden went down and down until it reached it's point and it did take a few try's to turn it on. I'm thinking it must be the starter. Any ideas of what may be wrong?

Sounds like the starter was dragging.
