Default First test drive reveals some issues

Just removed my 98' 3.8l and put all new gasket and resurfaced the heads. But, on my first test drive the engine keeps reving up to 3.5-4k if i take the load off the motor. Any ideas why this might be happening?

Sticking throttle cable? Did you remember to put the spring back on the throttle cable so the throttle closes when you let off the gas? Pop the hood and have a buddy rev the motor. Do you see the throttle on the intake manifold turn when the throttle cable isn't moving?
