Did these wheel come stock on the 99-04 Mustangs?

They look a lot like the wheels on the 05-09 Mustangs, but I don't think I've ever seen them on an older model? Are they stock or did someone just replace the stock wheels with the newer ones?

Yes, those are 'stock'. They first showed up on the Bullitt, and then ended up on the GTs.
