Default Power Buttons Sunk In Door

I have a 2000 Mustang and the board with the power lock and power window button has sunk down into the passenger door. It appears as if the board is supposed to be glued to the small door panel. I took the car into the shop today and asked if they could re-glue it. I was told that it can be re-glued many times and it will not hold and then was asked if I wanted to order a new door panel. Does anyone know if there is glue strong enough to hold? Is it necessary to order a new door panel to fix this? Any other suggestions how to fix? Thanks in advance.

I'm pretty sure they are held in my screws. Take off your door panel and look for yourself
