not having prior knowledge of the interior of these cars, I'd guess its its either a hood release, or a choke<if they needed them>

I think it's the choke.

Not sure also, but I would say it is most likely a manual choke lever.

Thank you all, if it looks like if, I guess pulling the choke should tear better in cold? because I usually start badly and did not know where I had the choke.

That should be the control **** for the air vent that comes off your cowl. If you look under your dash you'll see what looks like a big circular air vent (about 5" in diameter). Pull on the **** and you'll see a little flapper moving inside the vent. Unless someone has repurposed it that is.

One way to tell for sure, pull it out with the car running. It will either die, the idle will speed up, or it will cough and sputter. If it does none of the above its either not the choke or its not hooked up.

Hello, I've tried it and you're right serves to open the vent, but, so is this vent?, I've never seen anything like.

If I understand your question correctly, It's just a fresh air vent. It pulls outside air in from your cowl. There are two holes in your cowl. The passenger side hole feeds the heater, and the driver's side hole feeds the vent in question. Open it up the next time you're cruising down the road on a warm spring day. It's amazing how well it works.
