Whining Sound on Start

Whining Sound on Start
I'm hoping that you guys can help me out with this problem but please let me know if this is not the correct area to post mechanical issues.
I've had my 2012 Mustang for over 2 years and about a year ago I noticed that when I start the car after it sits about an hour or longer it'll make a whining sound. The sound gets higher if I give it a little gas whether in park or not. It'll go away as I drive faster and will fade out after a mile or so. I tried to record the sound so you guys can hear it. It's very hard to capture the whining sound, trust me, it's much louder in person.
This happens about 75% of the time when I first start the car after it's been sitting for a while. I've already taken it to the dealership several times. They changed the belt and alternator but it did not help.

I’d like to get this escalated to the customer service manager for your area. Please, make another appointment and PM me with your VIN, dealer, full name, mileage, and best daytime number.

Thanks Deysha but I already took it in several times and to different dealers without having the problem fixed. I've wasted enough weekends on this so unless you can get me a true specialist like when I filed lemon law on this car last year, I'm not going to waste any more of my time. This has honestly been the worst vehicle I've ever owned
Fox_Fader, moving the steering doesn't seem to affect it in any way.

Thanks Deysha but I already took it in several times and to different dealers without having the problem fixed. I've wasted enough weekends on this so unless you can get me a true specialist like when I filed lemon law on this car last year, I'm not going to waste any more of my time. This has honestly been the worst vehicle I've ever owned
