Default Main Bearing Cap Bolt

I have to remove one bolt on my main bearing cap to add a stud bolt.
Can I just remove the one bolt and add the stud and re-torque it or do I have to re-torque all of them?

you should have no problem removing just the one, and re torquing it

I got the stud but it was too long. Is it ok to add washers like attached pic or should I cut it to length?
