Well that sucks that the JBA catted H is insufficient on one side already.
My choice in Illinois was to put back on my stock H pipe with cats.
OR-H will never fly.
Also if those rear o2 monitors are turned off in a tune, you can bet there are a few other monitors that will not run either. They wont run until they get a reading from the o2 monitors.
In Illinois you are allowed 1 monitor not ready, all others must run, and pass.
No visual inspection here

You just need to purchase these http://www.brenspeed.com/730-2442.html. They will trick your 02 sensors so they don't through code.

Get yourself one of these at Auto Advance, Ebay, Amazon etc. Avg price around 59 bucks. I got one and it will give you codes, plus more importantly tell you your system readiness status for all the system monitors listed in post #11. Keeps you from having to make multiple trips to the testing center and making them suspicious. Just ran mine through the drive cycle and passed with flying colors with 02 raisers on the rear o2s, an emissions friendly tune and all my mods.
