I advise people to stay away from used FI unless it comes from someone you KNOW and TRUST. There's a reason it was removed from the vehicle, and in my experience used FI setups are almost always more trouble (and expense) than they are worth.

Depends on its condition. There's usually some pieces or smaller items that'll be missing since it's easy to forget to remove something.
But find out why they are selling it; you can get a good deal on a good setup, but understand its history.
If buying online, you really have to be careful, too; take appropriate measures to protect your purchase. It's far better to see the system before being removed and/or pick up in person.
Price will depend if it included fuel injectors, bap, etc...those other little things you'll need. Assuming it has everything you need, 3500-4000 is not unreasonable.
You'll need a tune as well, so figure in custom tuning.
The difference you'll find between 05/06 and later is in the coolant crossover (again, one of those things that would come with the kit). You can't use the stock crossover, as the blower would hit it and would not fit. I'm using a '09 engine and have the '05/06 coolant crossover setup, with thermostat hanging out front of the motor. That's the biggest physical difference and potential compatibility issue.

It's being sold by someone that lives around the corner from me.He traded in his gt for a gt500 and the dealer wanted the car stock. He also has the tune for it as well.do you think it will compatable with my 09?

I bought mine used for 4500 but it came with 3 gauges and a pod. Didn't need much other than a tune from kenne bell and a fuel line. The previous owner was around and actually helped me with some of the install and answered questions as they came up. So far so good the blower has been fine up till now.
If it doesn't have gauges I certainly wouldn't pay more than 4000 for it and even that is pushing it at this point. These cars are getting older, the coyote is out, the kits ought to be coming down in price.
PS: There is a sticky here with the install detailed DIY. If you install it on your own it may help you out.

Each car has a specific PCM code (4 characters on the computer that sits on the passenger side next to the radiator). This code dictates the tune file to be used as teh basis for the modified tune you upload. If this code is wrong the tune will not work.

Honestly I'd get the whipple if you plan on driving it hard on the street during the summer. The KB runs hot and during the summer it's gonna hit IATs of 140+ just driving around town in traffic. The whipple setup seems to run a good 20+ degrees cooler.
