Default failed inspection

Went thru inspection today failed Oxygen sensors & Oxygen sensors heaters "not ready" I have a CAI with street tune. It is a "CL street" Tune from a diablo. I also just changed the battery. The car was sitting for a while. Did it fail for the tune or do I need to drive it for a for a period of time to reset computer after battery change. I drove about 60 miles since battery change.

You need to complete the drive cycle. Google ford obd2 drive cycle and follow it to the letter. Itll be like idle it for 10m, then idle for 10m with ac on, drive so many kms at a certain speed etc. This has to be done anytime the battery is disconnected.

He can't do that. We don't have kms in the states, only miles...

A drive cycle will not work if the rear O2's are turned off in the tune

Ya we are moving to Sahuarita here soon and they don't require inspections. From what I've heard is the state sometimes still try's to making you go stating that you have a "commuter vehicle" that goes into Tucson daily. I'm going to fight it as hard as I can to not do it.
