failed inspection

well im in the same boat at the moment. Disconnected the batter last week while working on stereo and now registration due this month. All 4 monitors not ready. Tried a couple drive cycles thus far with no luck...

It sounds to me like your rear o2 sensors are not turned on. Are you sure you returned to stock? Tuners are notorious for turning them off.
Did you get a scan device from Autozone?
Install scan tool. Turn key on with the engine off. Cycle key off, then on. Select appropriate Vehicle & Engine qualifier. Clear all DTC's/ Perform a PCM Reset.

I double checked definitely have the stock tune in. I've been to motor vehicle inspection and I also have a small hand held scanner. (blue point ya3020). the scanner is very limited it only shows the sensors flashing which means they are not ready. The ones flashing on the scanner corresponds the sensors shown as not ready with motor vehicle report.
