If you want to keep the funtionality of your Shaker, the JLT RAI is generally looked upon as the best option/HP gain out there.
On average, it should net maybe 10-14 rwhp.
A CAI on a Mach will generally net 12-16 rwhp, so it's marginally better. The JLT RAI can be tinkered with to remove the sheild and shaker tubing to allow for a little more power gain for times (like at the track) when you want a little more flow. I don't know how much difference it would actually make, but it does seem tomake a little bit of a difference. Personally, I like the functionality of the shaker, so I would prefer to keep it and use the RAI over making it a pretty engine accessory and going with the CAI.
One thing I would add is that Machs really seem to respond to intake and exhaust mods done in tandem. These 4V's really like to breathe, and when you open them up, they like it. If you do the CAI or RAI either way, I would plan on some exhaust mods real soon to get the most out of it.

The RAI is pretty good. The 4v's, like someone above said, respond very well to mods meaning if you throw on this intake along with a full exhaust (not including headers) I've seen some peope running just over 300 to the wheels, with a tune of course. I have the RAI and it fit like a ball sack in Abercrombie jeans, which I wasn't pleased with however, it looks bad ***. But going with JLT, C&L, K&N shouldn't really matter. As far as feeling a difference, meh, maybe a SLIGHT differen on the butt dyno. It sounds nice though when I'm picking up speed and you can just hear the air being sucked in. I think it helps more at high speeds anyways.
