Default 351w swap

I'm swapping the 302 out of my gt and putting in a carburated 351w out of a ford cop car (ltd). What is the best way to get the most power out of the 351 without dumping a bunch of money in it?

Besides the spay, get a more aggressive roller cam with an Edelbrock intake.
This should give you between 30 and 50 hp and cost less than $500.
Next expense would be a set of aluminum aftermarket heads like AFR or Trickflow because the OEM ones are restrictive, big time. So are those stupid GT40 heads, useless.
You're looking at $1200 for a good set of heads, but it's worth it if you want to get the full potential out of that mill.

You're right Simmon...
I paid 1300 for a set of AFR 185cc a while back, can't touch them at that price now.

You need to establish a budget. Only then can we assist you in spending your money.

Easy stuff is better intake, carb, but that's gonna cost almost $1000 for new parts. Even a simple nitrous system will run you close to $1000 if you do it right, and you use all new parts.

If you get new heads ($1500), you're going to want to get a new intake and carb anyway, along with a cam. Now, we're up at about $3k, and we haven't bought a nitrous kit yet.

See how things can snowball on you?

The old saying "Speed costs money - how fast do you want to go?" is entirely applicable here.
