That's the "Superb bird of paradise". It's from New Guinea. There's A LOT of bizzare birds of paradise each equally as strange as that. (The bird first shown on there is actually a different bird. The "Six plumed bird of paradise" IIRC)

yeah that was from that Discovery Chnl mini-series
"Planet Earth"
Some poor guy sat in a small blind in the jungle for like 3 months
to get those shots.
Whole series was full of crazy rare birds and monkeys and shyt
