Default 96 Mustang GT transmission problem

I have a 1996 Mustang GT 4.6L V8 that recently would not shift past 2nd gear. Car will drive in first and second but if it is put into drive once it is supposed to shift into 3rd gear it seems like it goes into neutral. Someone recently told me it could possibly be the transmission actuator. Does any one have any idea on what the problem could be? Dont say to put in a new or diffrent transmission i want to know if there are any other possivle fixes for the issue other than changing the transmission or rebuilding it. Thank you in advance.

Welcome to the forum. What does the fluid look / smell like ? Dark brown with a strong burnt odor would be a bad thing.
