you do realize that if someone had a failing electrical system, an alternator that wasn't charging and an almost shot battery, something that could keep the electrical system efficient would achieve all of those things.
So theoretically, if those things were true and plugging this thing in was a temporary fix for replacing the alternator, it could temporarily do what it was claimed to do.
If I remember correctly, no matter what your running, it's a good thing to have if your alternator ever does go bad and you don't have enough juice to turn the motor over, I would think that something that closes the circuit and stores a small electrical charge could come in usefull
