the bases are gun free zones.....with just a few exceptions of traveling in and out and personal guns must be stored in the armory

im a driver and have my ammo license and every time we go to a base(like ft. hood)we carry but don't draw ammo till after we get there. and then its only the ammo techs and my self who are ever in contact with the ammo. and once the ammo is issued and its a hot range, no1 will leave that range before ether being examined for live rounds or at least asked by a staff NCO if they have brass or live rounds. so its pretty difficult for most people to get a hold of rounds unless you are an MP, or on some sort of post. most likely this major used his personal firearms and ammo.
