It's a mustang or F150 tuned by Roush. Roush is sort of like saleen, they have their own body kit, accessories, rims, supercharger (in some cases), etc. Look it up on google.com or ebaymotors.com and take a look.

the 99-04 roushs are in 3 stages they have side exit exhaust. the stage 2 body kit is ugly in my opinion. i think stage one is just side exhaust and body kit stage 2 has same plus more power added to engine. stage 3 has cooler body kit and supercharged i think.

I'd say Roush is car manufacturer, just like Saleen is. But on the same note, Kenny Brown is a car tuner.
What's the difference? Both Roush and Saleen make enough of these vehicles to be recognized by racing authorities. Racing authorities actually recognize the make of these vehicles as either Roush or Saleen. A tuner on the other hand, does not make enough of the vehicles (production vehicles), so racing authoroties does not recognize those vehicles as another make.
A minor detail. It matters when racing authoroties define what a stock vehicle is.
