Default Losing boost in 4th gear?

I have a 2001 GT (Vortech v-2) and I can getting 5-6psi in 2nd gear, 6-7psi in 3rd, and only 4psi in 4th. My question is: what controls the boost and why am I losing boost in 4th gear? Is this controlled by PCM? If it matters - my supporting mods are listed below:

TX-pipe, CAI, Trickflow intake, 93mm MAF, Focus fuel pump, Mafia extender, Vortec SQ V2, sct ship, custom tune.

boost is controlled by the pulley/belt setup. only two ways to loose boost, a leak or belt slippage.
