I have always wanted to do one of these kits. just to prove that it can be done, at a fraction of the cost with a little bit more hard work than a on3 which virtually bolts right up. I have the time and the patience to do a setup like this and what do you need directions for...its a turbo kit, figure it out.

I am planning to do this very soon. I got an insider deal on a twin 50mm Garrett setup for $1000. Those are quality, low mile rebuilt turbos. Remember, thats insider deal pricing, you won't find them for that.
You need to consider the following:
Batter Relocation
Larger Fuel Pump
Larger Injectors
Wastegate(s)
Blow off Valves
Piping
Welding
Intercooler
Gauges to monitor what's going on
Heat wrap
Engine reseal/rebuild
etc etc etc
It adds up. Not to mention you are going to need tuning. You are not going to stay remotely below $1000 all said and done.

Many wise people have stated the following
~cheap, fast, reliable...you can only have 2 out of 3.~
With a $1000....it's pick your poison. I personally would stay away from anything on ebay. For $1k, I'd do install a nice juice setup. Not nearly enough for a decent turbo set, just my .02. CX racing has some turbo kits you might want to check out though.
