I am not sure when it stopped

When I won Ladies ROTM in July 07 they were still doing it

Thats my bet....
I won in Feb 08 and it was not there.... I did submit a write up and I had a thread you could go to to see I believe. Never on the side where adv was that I could remember...I did not even know we had ROTM when I was a new member until I was nominated....
