The Porter Cable is a great investment, I have had mine for a few years now and there always coming out with new pads to remove scratches and make waxing faster and smoother with NO swirl marks at all. However Shadow, it isn't going to remove wet sand marks and actual scratches, for that you need a rotary polisher and I have to say, it requires quite a few many years of experience to use one without burning the paint, something I would never attempt to do myself and I have been a car finish nut for 30 years. It sounds like you need to have your car professionally done, try a good body shop or a good detail shop. I don't want to discourage you, but I think the money you will spend on the orbital waxer would be wasted.
