Why would it depend on the year? The '98-02 LS1's were running low to mid 13's all day with NO modifications.
That would destroy a 99Cobra with listed mod's.
I'd have my money on the '99Cobra, without mods its pushing 320HP, while the Z28 w/o mods is only pushing 285HP.
Thats a 35HP margin between the two. On top of everthing else, the Z28 is just plain ugly. The LS1 is a great engine I'll give you that, but not good enough when it's stock. Now I would put my money on its older brother the SS, With 320HP also, lower lines gives it an advantage over the taller mustang in an all out drag. (my 2 cents)

I do have a Z28 and i do have a 88 GT and IMHO the Z will kill it. Yes kill it. If it beats it by 2 or 3 Cars...Then it's a kill not a beat. I always thought that 03-04 Cobs had 390HP.

Like you said...WHO CARES what you have. I witness a stang getting wasted by Z28 LS1 every week. It's known as bull$hit corner...Who ever lives in calgary knows what i am talking about.
I am not wrong, like i said...I see it almost every week. Now LT1's are a diff story
Cool, I dont know too much about LS1s, LT1s, its all the same to me. I'll tell you what though, I'd kick'm all the the '66. Unless theyre pushing more than 736 RWHP.
