looks pretty hack maybe a wire to turn on some cheapo fog lights? manual fan switch? if its the random wire running down the r/s of the engine shot just follow it and it will answer your question.

its kind of tough to remove and reinstall the old quadrant and new one. If you can manage to "slither" underneath the dash with the seat in, then you should be OK but removing the seat may be easier...

Unplug it and leave it that way. Same thing on turbo cars. Although on my NA i never deleted the egr i blew the motor and swapped for a turbo.
