That should fit over the pads and rotors in the position that it's in, it'll be tight but it should fit. If that still doesn't work try disconnecting the brake line from the caliper and twisting it...

I fixed the issue, the brake line was leaking...

I fixed the issue, the brake line was leaking where it connected to the caliper, just had to REALLY tighten them up. Rebleed everything and now my brakes work great :D Thanks for your help!
