Regardless of whether you NEED a tune or not. You should get a tune. You won't see hardly any performance benefits without the tune so there would be no point to upgrade without it.

Yes, to the adjustable UCA. LCA and relocation brackets are personal preference, but based on your list and what you are doing they will only have positive effects on the car.
