It's not unusual to have new tires out of round. It has happened to me before. If road force balance does not do the trick, then it has to be the tires.

Koni Sport, stock springs. The Konis are the easiest to adjust from soft to firm. Just use the tool (knob) that comes with Koni and turn it at the top from soft to firm.
