I would remove the rust with a method of your choice( wire wheel, blaster, etc) then prime and paint the area. That is what I'm going to do with my stang.

It's not that simple. The car is still not allowed to pass the saftey inspection without the cats either. I know, I am a licensed PA inspection and Emission inspector. The only way to get it to pass...

We run a powerglide behind a 351W in our race car with an adapter plate mounded between the block and bellhousing. We also don't use a torque convertor in it either.

No it's not. The 351M is an engine and the 400 is an engine. There is no 351m 400. They are 2 seperate engines that are in the same family. Having that said, the 400 is 400 cid, and the 351M is 351...

To put back the power steering, I'd look for all of the accessory bracketry for a stock 5.0. Not sure if your head are drilled for the mounts though.

Would seem as if you either have a bad mass air sensor. A bad mass air could be giving the engine the wrong signal (most likely it is), so when you unplug it, the computer goes to it's programming...
