You should be able to just remove the fender...

You should be able to just remove the fender skirt and then remove the tank to access the pump

Motorcraft part # KM4377

It should be available at any parts store though.... D71941 is the dayco part#. It should be about $35 or so

Its easier if you just by the Ford driveshaft tool. its a 12 point 12mm swivel socket. Much easier and with less chance of stripping the heads of the bolts.

If it is throwing a lean code the computer will try to compensate for the "lack" of fuel therefore making it run rich. It is tricking itself into thinking there is a fuel problem

Same issue with MAC long tubes on eibach pro kit springs, if you get enough of an angle you can avoid hitting though.
