Do you live an area that gets snow? If that's the case make sure you don't have a lot of snow/ice build up in your wheels. Because that build up will cause the same thing to happen.

You're probably better off going O/R and putting the stock mid back on for emissions.

That's your problem. If you don't have cats you're not going to pass the visual inspection. Plus if you took off that cats and used a tuner to shut off the sensors it will show up as "not ready" on...
