definitely sounds like your timing is wrong. cam or distributor... but one of them is jacked up.

Installed a new turbo and finally got the...

Installed a new turbo and finally got the transmission issue sorted out. Made some part throttle pulls and pegged my MAF. Boost went up to 15 from 10 after the turbo swap. I'm waiting for a few more...

Your best option is a Moates Quarterhorse and a laptop.

Or just go to a tuner.

if the speedo and odo go out at the same time,...

if the speedo and odo go out at the same time, the usual culprit is the gear on the vehicle speed sensor. NOT the cluster gears (which are also super common)

check your TPS voltage. on the 94-95 cars, if the TPS fails, the computer will drop into a limp mode and wont accelerate or run properly. I had two fail on me in that same manner.

Timing and OL fueling will not change, and will probably be pretty far off.

When you get the engine, bring it straight to an engine builder and have them "inspect" it. It'll be the best money you ever spend on it.

Was the intake side of the heads milled when the decking was done?

If the heads have been milled enough, it can cause a misalignment of the coolant passages between the head and intake.
