"Prior Police" on Registration?

"Prior Police" on Registration?
On my '87 Callifornia SSP I have the holes in the bumper, the bucktags that say it is a San Jose Car, even the holes in my pillars from the spotlights. The only thing I don't have is "Prior Police" on my registration. Did ALL SSP's in California have that on the reg?
