Default how to adjust timing n tune carb?

Havnt had a v8 with a carb in a wile... has a 2 year old eldelbrock 650 on it. How do i tune it? Also needa retard timing it was told. I want to do both b4 i go through inspection next mon or tues.... how is it done?
