def a DR and a short one it looks like, so that helps its gearing, def skinnies up front... CAI and full exhaust... so yes it responded well to mods.... and its a M6
CAI/Headers picked up 35whp on this car with a factory tune. so with a tune maybe you pick up 65-75??? and the car in the vid has a full exhaust. so maybe 70-80+ over stock....
I have a hard time believing a 116mph trap with just a cai/exhaust, unless he had an awesomely good DA, or has other mods.

13.20's with 2.25-2.30 60's, on the original 1967 suspension.
Best trap 107.2mph, ~2,600' DA.
Haven't run on the new suspension yet, set up for corners.
I saw that guys thread on LS1tech, a while back. I'm pretty sure it's the same guy. He's got smaller brakes, so he can put smaller wheels (17's or 18's) on it, then headers, full exhaust, cai, and a tune. If it's the same guy, he said he shaved ~35 lbs off the car, just by switching out the exhaust. I'll try and dig up the thread a little later, when I get home.
