Default Hood insulation ground strap

Cleanin up my 96 Cobra today, and I decided to remove the oily, dirty hood insulation. There is a ground strap on it though... What is this? Can I remove the insulation and just remove the ground strap? I see no purpose to the ground whatsoever... Any ideas?

BTW I did a search... It's a fire blanket, but it's UGLY! I just need to know what the heck the ground is for?

You don't need it. Just rip off the shield and take off the ground.
