If you take delivery straight from the assembly line... no claybar,,, but if the vehicle has traveled by train and/or sat on the dealers lot or storage lot for even a few days. I would claybar.. Voice of experience speaking...

It is possible, my 13 GT had something along the passenger only, it felt like overspray. You couldn't see it but you could feel it. It had 3 miles and was sitting in the dealer's showroom.

Clay bar is generally to remove dirt and the wax holding the dirt. I'm not sure if there'd be anything to be clay barred off on a 3 week old car, but it won't hurt anything. Just make sure they wax it afterwards.

I'm going to clay my 2016 Race Red GT with the Meguiar's clay kit this weekend, then top with two coats of the Chemical Guys XXX Hardcore Carnuba paste wax. I can't wait to see what she looks like when she's done!

World of advice... make sure that the car is thoroughly washed and dried before using the clay and do it right away, and I mean within 10/15 minutes and indoors as well.
Anything trapped under the bar that's not micro size will scratch your paint...
For all those precocious reasons, I wouldn't trust a dealer. Hell, I don't even trust them taking a picture of the car. lol
