My tuner (42004) has a cooling fan setting so that I can set it to come on at 180 or 195 but before I jack with it do I need a special thermostat to start with? If I don't need a special stat how do I know which degree is the right one and will a 180 or 195 setting really do anything for the performance side of things?

The setting for the fans is set up according to which thermostat you are using in the car. The factory thermostat is a 195 degree and you will set it on that setting & it will bring on your fans a lower temperature, low speed on at 209 and off at 200 degrees, high speed on at 219 and off at 210 degrees.
If you have a 180 thermostat the low speed on at 194 and off at 184, high speed on at 204 and off at 194 degrees.

You do not have to have the cooler temperature thermostat. You can bring fans on sooner with the cooler stat. For this application you can run either thermostat. If in a cooler climate you may want to run the factory 195 thermostat. If in a hot climate it will help you run a little cooler & maybe a couple of horsepower.
