Default P2195 and P2197

I have an 04 V6 3.9L mustang and I am getting DTC P2195 and P2197.
My mods:
New engine with about 100 miles on it
Long tube headers
CAI
2.5" side exhaust
47lbs injectors.
My shrttrft1 &2 fluctuate between -13 to -5
My lngtrft1 &2 fluctuate between -5 to -.8
Both on a base tune (everything stock except the injector size) usinge Delta Force Sniper Forces tuning software
My car will not run on a stock tune because of the injectors.
However, while I am monitoring the fuel trims, sometimes they will all go to 0%. I can rev the engine to about 2000 rpm and sometimes they wills tart reading again, sometimes they won't. I turn the engine off and on again, and they start reading again. It's very intermittened. I also have an AFR gauge which stays bottomed out. I can turn on the engine cooling fan by switching on the a/c and the AFR gauge reads normal/optimal, the short fuel trims sometimes stays the same and sometimes jump to about +29%. Long fuel trims sometimes stay the same and sometimes jump to about +3. Tunr off the a/c an they drop back down to the values posted above...or 0... it's a crap shoot...
I made 2 tuning files as a starting point:
Tune 1
Injectors 50lbs (No option for 47 only 42 and 50)
MAF Location w/CAI
Headers Long Tube
H/X Pipe w/cats
Off Road Exhaust No
Catback Installed No
Everything else is at stock settings
On these settings I get the readings posted above.
Tune 2
Injectors 50lbs (No option for 47 only 42 and 50)

Headers Long Tube
H/X Pipe w/cats
Off Road Exhaust Yes
Catback Installed Yes
On this tune, the short trim values are sometimes about the same and somtimes +29 at startup but running the engine to 2000 rpm will make them drop to about -13. Long fuel trim stays at 0, unless I quickly rev the engine and one or both of them jump to about +50 but only for a split second.
My original stock tune became corrupt in the module and I had lost the backup I had on my computer. I contacted Delta Force and they gave me a generic stock tune (same box code and same firmware code, just no vehicle info). Three of the 02 sensors have about 20k on them and one of them has about 500 miles on it (it got broken by the shop that did the smoke test to verify no vaccum leaks).
I have tried tweaking my tunes by raising (richening) the fuel trims all the way to the maxium option, and even though you can smell the fuel in the exhaust, I still get these codes.
I am thinking that it is either the 02 snesors, wiring or PCM. Any and all suggestions are welcome. Thanks...
