Default Torque on the intake manifold

Hey guys,
I was wondering what the torque should be on the intake manifold bolts. the book is saying 96 lbs for step 1 and 15 lbs step 2, i am confused on this as the book makes no reference to the 2 steps as described by the torque specifications, but 96 lbs seems to be really high as the bolts dont seem like that they can handle that much torque. I also know that many errors are in the haynes manuals, and i do not want to mess up the torque and put it all back together and realized i messed up. Any help would be appreciated thanks.
