First off, no way is that a real Roush, it is missing way too much stuff, and I can't believe anyone would take a Roush Mustang and strip it of all it's Roush stuff except the body kit.
Yeah, the V6 Roush Sport only had body kit and exhaust... no wing, no wheels, no anything. The Stage 1 V6 had the body kit, wheels, wing and V6 specific suspension. Prior to 2001, there were also Roush Authorized dealship builds - meaning the dealers made a few with various left over Roush parts and gave them the serial number. Some where as simple as "wing and wheel" packages. I'd say this is/was a Stage 1 to start it's life - assuming it has the serial number in the door. Or you can run the VIN with the VIN checker on the Roush website. Sometimes records prior to 2001 are hard to track down unless you know the original dealship that sold the car.

I get it towed to a shop and get an expert mechanics opinion as to what it will take to be driveable. And at least a compression test on the engine! If it falls in your budget, then give it a chance but realize with the salvage title you will not get your money back out of it later down the road.
