Whats is needed in addition to C springs for a lowering job.

At bare minimum, you need mechanical experience and a set of tools. With that being said, you don't "NEED" C-springs, you can just cut your factory springs. You will need new shocks/struts + alignment afterwards. Before the conflict begins, I will tell you that cut factory springs are not optimal, but they aren't as horrible as made out to be, if done right. Even better if you get a good set of bilsteins to go with it, which you will need with the c springs also. So, here is what you are looking at:
used billys-$250
alignment-$50
cut springs-free
or
c-springs-????? (I've got eibach, so I don't know what they cost. Mine were $200)
All this is if you can do the work yourself, otherwise throw in another 200-400 for labor.
Good luck.
P.S.- at 95k, they need replacing, no tests needed.

Personally, I would go for the springs and shocks set up. I have my full suspension done and still don't have subframe connectors. I didn't want to add the extra weight. I drive the car crazy hard and have never saw a problem with anything except the live axle. New lower control arms help that though. As for shocks/struts, try to find a used bilstein set from an 03 cobra. Front control arms from that model will also help if you get a chance to pick some up.
