Most likely cause is a broken/detached vacuum line. You'll need to trace and inspect the vacuum lines. From the back of the intake there is a somewhat large vacuum line that goes towards the drivers side corner of the engine compartment. It should connect to a fitting with multiple hoses coming off it, look for the smallest one that goes back towards the passenger side, into the firewall. That small line is the one that directly connects to the switch in the console. To get to the zone switch in the console, you'll have to remove most of center console around the switch. Check the other vacuum cables as well. For that age of car, those smaller harder plastic hoses crack due to age and heat.
