Heya and welcome to the forums.
Yes you can change your wheel.
Ford Racing use to have a very nice wheel, it was the FR500 wheel and felt great. They stopped selling it so its hard to find now.
If you dont care about the air back and want a hub style then you can purchase adapter kits to be able to use different wheels.
Otherwise you can put all the way up to a 2004 steering wheel on your Mustang.

!!! Won't pass inspection if it was equipped from the factory with an air bag and you remove it. Also IF you have any kind of accident, even if it's not your fault, your insurance can flat out drop you for illegal safety modifications then your stuck with payin the other drivers bills. So yes it is possible but not legal to change your wheel unless your installing another wheel with an airbag.

Yes you can change it but as stated insurance and inspection will be a problem. The other thing is, aftermarket wheels do not look good on Mustangs. Plain and simple. The way the steering wheel mounts and the way aftermarket wheels mount cause a very weird looking outcome that's less than desireable.

Yes the 94-98 weels and airbags are interchangable, and possibly the 99-04 also. As far as insurance goes, they wont drop your claim as long as you inform them that the airbags have been removed prior and they choose to still insure you.

94-98 only for the bags.
99-04 have a different airbag pigtail.
We ran into this when we did the Mach 1 interior swap in aprils 96', the 01' Cobra bags we had dont connect the same way.
When pulling steering wheels make sure you get a puller that is meant for this wheel. The ones that you can rent at OReillys and Autozone arent quite right and you can damage your wheel badly, which is what happened to Aprils stock wheel when we replaced it with a nice new leather one. Just take your time.
Also if you bags blew then you should be looking for new impact sensors and the blue airbag box behind the console on the trans hump directly below the stereo.
