Default Gauge cluster waning lights

1999 mustang gauge cluster warning lights not working. The ones that don't work are the.... S E S,, traction control, a b s, overdrive and parking brake lights. ( The right side of cluster warning lights and the S E S ) Does anyone know if there's a common power source to turn these on when I turn my key on? I had the cluster out and the bulbs are all good. Checked fuses an they seem fine as well. I'm wondering also could there be something in the ignition switch that may have gone bad? Or a common ground on the cluster circuit board..???? Also when I turn the key on, or start the car, it takes about 5 seconds for the gauges to power up and register.( Tach, Fuel, Voltage,Temp, & Oil ) The car does not have traction control and I also don't see a check engine light. ( Maybe does not have one?? ) I thank you in advance for your time and input.
