Default Steering Wheel click

When I turn the steering wheel left or right I hear a little click. It sounds like its within the steering wheel its self and I haven't noticed anything else while turning. And the wheel turns just fine. Any idea what may cause this? It would be great if I could fix this.

The steering itself is very tight. there is no zone where turning the does not turn the tires.

Is this when the car is on and running? Or is it doing both on and off?
