Angry Fuel Issues

Hi everyone! New member but read all the time. Great information here.
Anyway, here is my problem. my sons mustang, 1998, 3.8L quit running about 2 months ago. After exhausting all electrical checks and speaking with the dealership I replaced the fuel pump and filter. Prior to this swap, the car would turn over but no fuel being sent to fuel rails. I check the power at the inertia switch and had power for about 2-3 seconds when key turned on but no sound from the fuel pump. I checked all fuses and relays and are ok. I replaced the fuel pump and filter. Now the pump cycles for about 1 second but no fuel is delivered. I disconnected the fuel filter and retried with same results. So at this point I don't know what to do. I am confused about the FPDM and the CCRM. I know what the CCRM is and how it is split into 4 relays but not sure what the FPDM does. Also, can you still get power to pump (as I hear it cycle) with a bad FPDM or CCRM? I have yet to put a multi tester to either one yet but about at wit's end! I have about 5 gallons back into the tank after replacing the fuel pump. Thanks

Also, there is a relay that plugs in separate from the fuse boxes that I have not checked yet but still perplexed!

If the pump does cycle then it should be picking up gas as you say you do have 5 gallons in the tank so obviously its not empty. New filter so its not clogged. Its only going to cycle for just a second when you turn it on because its looking for oil pressure and shuts off when there isn't any. Might just need a few bumps to pressurize the system. I think there is a way to jump power straight to the pump that might help to fill the lines up.

It sounds like all systems are "go", except the car won't start. Did you replace the pump with the whole fuel module (pump, sending unit) or did you just wire in a new pump. I spent an hour troubleshooting a friend's no-fuel problem when I finally discovered he wired the pump backwards - the pump was running backwards and would never build up pressure - just a thought.
