Wiper motor or switch?

Wiper motor or switch?
Im thinking switch. Lately when I first start using the wipers the only setting that works in the fastest one. Anything else refuses to work. If I turn it to full and the wipers are working and I set them to low or intermittent they simply stop moving wherever they are when I change settings. After a good while warming up they will then work on different settings.
im guessing its the switch because they work on high....then again why would the other settings work once warmed up unless it was the motor.?? So it could be either or both things.

Its getting power at lower speeds because yesterday I had to go to the dentist in the rain. on the way up only high would work. On the way home low worked a little then finally worked fine before arriving home.
