Wipers dont work
When I got my 1996 the wiper switch didnt work and the PO had a toggle switch installed so i know the wiper motor works. I replaced the multiswitch due to finding brken wires. The high/low beams, turnsignals, and hazzards work. I checked what I thought were the correct fuses.
I did find a plug not plugged into anything under the dash above the clutch pedal but couldnt find anywhere for it to go. Im assuming its a diagnostic port of some kind because its similar to the obd2 port but a little smaller.
Anyone have any insight on fixing this issue

I'm not clear on this -- have you SEEN the wipers working with that toggle switch?
I would look to see if the toggle switch is bypassing the wiper delay module.
Is that "smaller OBD port" connected to the multiswitch? You might check Da Book to see if this is where the delay module is supposed to connect. You might not have one!

Yes the toggle did work, just it was ghetto rigged so I removed it. I'm not really sure what's supposed to be plugged in where on this car as I have nothin to compare to.
I tried looking at a wiring schematic but that doesn't help as it doesn't show connectors and I lose track of the wires behind the dash

So I think I found the issue. But I'm not exactly sure, but I think the entire wiper delay module has been removed. I can't find a actual photo of the under dash wiring to confirm this though.

That was what I was thinking. Wiper control goes through the delay module, and if it's not there, the only options are to jump the connector or bypass it completely, which is what I think the toggle switch is doing.
Find a picture of the delay module connector, or go look at one at a parts place. If it mates with the one you're seeing, then that's probably your answer.
